
Job Overview
Job Purpose To lead the Foundation's program and project portfolio in accordance with the strategy and established development priorities; ensure program design, implementation, quality, results, and impact; lead program resources with a priority and results-oriented principle; and enable the Foundation to create sustainable and measurable development impact on beneficiaries and communities. Main Duties and Responsibilities 1. Lead and manage the Foundation's program and project portfolio; ensure that all programs are aligned with the Foundation's vision, mission, strategy, and program priorities; 2. Lead program development and design; generate new program ideas based on beneficiary needs, social and economic situation analysis, evidence, and the Foundation's strategy; 3. Ensure that program logic, results chain, and implementation framework are studied; lead the clear setting of expected results, beneficiary changes, and impacts; 4. Lead the preparation of annual and implementation plans for programs and projects; coordinate the integrated preparation of activity, time, resource, and budget plans; 5. Lead program resource and budget prioritization; work with the Finance Department to ensure that the approved financial capacity of the Foundation is allocated based on strategic priorities and expected results; 6. Lead and control program implementation; ensure that activities are carried out within the set time, approved budget, and specified quality standards; 7. Lead the program quality assurance system; ensure that program design, implementation, and results comply with the Foundation's quality standards; 8. Incorporate beneficiary participation and feedback into program design and implementation; ensure that beneficiary needs, experiences, and feedback are used in improving programs; 9. Work closely with the Monitoring, Evaluation and Institutional Learning Department; ensure that program results, impact, and performance information are evidence-driven; 10. Periodically evaluate program performance; identify performance gaps, delays, and results risks early and coordinate corrective measures; 11. Lead program risk and issue management; identify financial, operational, beneficiary, time, and other risks that could affect program implementation and coordinate prevention and mitigation measures; 12. Lead program collaboration with founding institutions and other institutional and technical partners; coordinate opportunities for technical knowledge, experience exchange, institutional collaboration, and joint programs; 13. Review and compile program performance reports; prepare program performance and impact reports to be submitted to the Chief Executive Officer and the Board; 14. Collect and scale up program lessons, best practices, and successful approaches; enable successful approaches to be replicated and scaled up in other programs; 15. Coordinate program sustainability and exit/transition strategies; ensure that programs bring about sustainable individual and community change beyond short-term activity results; 16. Strengthen the capacity of the program team; enhance capacity in leadership, program management, quality assurance, and results-oriented practices; 17. Monitor program resource and budget utilization; work with the Finance Department to ensure that program expenditures align with approved plans and budgets; 18. Lead program performance evaluation meetings; facilitate the review of performance results, gaps, and future directions to enable decisions and action plans; 19. Lead improvement and change measures required at the program portfolio level; ensure that programs are improved based on changing beneficiary and community needs; 20. Provide strategic advice to the Chief Executive Officer on the program portfolio; present evidence-based recommendations on program priorities, results, resource utilization, impact, and future direction. Education Field of Study: Development Studies, Development Management, Project Management, Management, Economics, Social Science, or a field related to the Foundation's program areas. Level: Master's Degree. Work Experience Minimum 8 years of relevant program and project work experience, of which at least 4 years at a program/project leadership level.
